Design guidance
- MUST catalogue all AI systems across business units before selecting controls; inventories routinely reveal more systems than expected.
- SHOULD record for each system what it does, who uses it and who is affected by its decisions.
- SHOULD track lifecycle status from planning through retirement so governance continues until decommissioning.
