Design guidance
- MUST state precisely which action is being approved (e.g., exact amount, payee and case identifier), not a vague summary.
- SHOULD include reasoning chains, confidence with its certainty factors and uncertainty sources, alternatives considered and rejected, and relevant precedents.
- SHOULD make transparent what will happen on approve, reject or modify.
