A replanner that discards the current plan and regenerates a full plan from the actual current state to the goal using the standard planner.
Responsibility. Regenerates the entire plan from scratch from the current actual state.

Variant of Replanner abstract
When to choose. Choose when failures are global or rare (<10% of executions), unpredictable, memory is constrained, spaces are small, latency can be tolerated, or optimality matters more than continuity.

Design guidance
- SHOULD be used for global failures or when less than ~50% of the plan remains valid.
- MAY run asynchronously in the background, switching to the new plan only once a better alternative is ready.
- SHOULD NOT be used where coordinating agents or users depend on plan stability, as successive replans can differ radically.
