Constraint-Gated Decision Fusion

A decision fusion aggregator in which rule-based constraints act as hard filters: inputs passing all rules proceed to learned scoring, while violations are rejected regardless of other components' outputs.

Responsibility. Applies rule constraints as hard gates before accepting scored decisions.
