A runtime toggle service that enables or disables individual agent capabilities, such as a newly added tool, without redeploying the agent.
Responsibility. Provides component-level activation and rollback.

- MAY deactivate a problematic new tool via a flag while keeping other improvements deployed.
- SHOULD manage flag lifecycles to avoid technical debt from abandoned flags.
- SHOULD allow immediate disabling or limiting of an agent capability as a containment action for harmful-output incidents.
