A human who monitors autonomous agent execution in real time and can pause, stop, or override it, including during early-deployment calibration.
Responsibility. Monitors running agents and intervenes when needed.

Design guidance
- MUST retain immediate intervention capability over financial agents whose behaviour deviates from expectations.
- MUST be able to understand, intervene in and override high-risk AI decisions and be appropriately trained (Ref9.03).
- SHOULD be able to halt new agent decisions and review critical decisions during a safety incident.
- SHOULD limit continuous monitoring responsibility to critical periods and rotate duties, with automated escalation when high-severity alerts go unanswered.

- Monitor the first 100 interactions of a newly deployed agent to spot systemic issues (Ch1.1B).
- With 10,000 daily decisions and 98% acceptable, HOTL requires reviewing ~200 decisions, a 50x reduction versus HITL (Ch9.2).
- Human vigilance degrades after 20-30 minutes of monotonous monitoring (Ch10.4).
