Design guidance
- SHOULD deliver time-critical interventions (fraud, breach attempts) immediately via push/SMS, within minutes.
- SHOULD defer non-urgent interventions to natural review periods or break points (e.g., Monday mornings, statement arrival, year-end) rather than leisure time.
- SHOULD defer additional notifications while the user is already actively engaged.
