Intervention Value Estimator
Software componentExperienceExperience & Human Oversightarc:InterventionValueEstimator
A decision component that estimates whether a candidate proactive intervention's expected value and confidence exceed its interruption and attention cost, suppressing interventions that do not.
Responsibility. Decides whether a proactive intervention is worth the user's attention.
Also known as: Interruption cost evaluator, Proactivity calibrator

Design guidance
- MUST NOT assume proactive intervention always improves experience; interruptions impose cognitive costs even when eventually valuable.
- SHOULD intervene only when delivered value exceeds the attention cost consumed.
Quantitative guidance
As stated by the sources; verify before use.
- Returning to prior focus after an interruption takes ~23 minutes on average; a notification saving 5 minutes hardly justifies disrupting 30 minutes of focus (Ch10.2).
