A data source connector that pulls records from web service APIs page by page, managing authentication, pagination tokens, rate limits and server-side updated-since filters.

Design guidance
- SHOULD prefer cursor-based pagination over page offsets to avoid race conditions when records are added during extraction.
- SHOULD push incremental filtering to the server via an updated-since parameter to conserve API quota.
- SHOULD distinguish transient failures (retry after delay) from permanent failures such as authentication or quota exhaustion (alert and abort).
- SHOULD enforce the provider's request-rate limit between calls.
