A PII detector that matches regular-expression patterns for structured identifiers such as Social Security numbers, credit card numbers, phone numbers and email addresses.

Design guidance
- MAY auto-redact high-confidence pattern matches without human review.
- SHOULD keep separate patterns per PII type to enable granular logging of which type triggered a block.
