Token Budget Enforcer

A control component that tracks a running task's token, step and cost consumption against its budget and halts, simplifies or reroutes the task when the budget is exceeded or the problem appears futile.
Responsibility. Stops runaway resource consumption by enforcing per-task budgets at runtime.

Design guidance
- SHOULD detect futile situations early and route to manual review rather than escalating token consumption indefinitely.
- SHOULD route to simpler decision trees when reasoning exceeds budget.
- SHOULD enforce a per-query token budget on tree search and trigger fallback to a simpler approach when exceeded.
- SHOULD enforce request timeouts to stop infinite loops and retries that cause unexpectedly high costs (Ref8.05).
