A deterministic validator that checks tool invocations and tool responses against the tool's formal schema: tool-name existence, required and extraneous parameters, types, format patterns, enumerations and ranges.
Responsibility. Rejects syntactically malformed tool calls and responses before they are executed or consumed.

Design guidance
- MUST verify that a requested tool name exists in the available toolkit before execution.
- SHOULD return detailed error messages identifying exactly which constraint failed so the agent can correct the call.
- SHOULD validate tool outputs against expected schemas to enable fallback instead of propagating corrupted data.
- SHOULD validate data at tool boundaries in multi-step chains, transforming automatically when formats differ predictably and erroring otherwise.

- Removing pre-execution validation from a database-querying agent lowered task success from 94% to 91% (Ch3.7 case).
