Responsibility. Provides strategic human-over-the-loop governance of agent policy.

Design guidance
- SHOULD review aggregate authorization-boundary hits and recurring error types to relax or tighten constraints.
- MUST NOT rely on HOVL alone where violations must be detected immediately (e.g., financial compliance).
- SHOULD NOT approve deployment unless stakeholders are considered, the decision is documented, and the system can be monitored and adjusted.
- SHOULD integrate privacy and fairness decisions rather than let separate workstreams produce contradictory requirements.
- SHOULD enforce ethical standards and guide continuous improvement after deployment.
- MUST include ethicists, affected-community representatives, policymakers, domain experts and diverse engineers, not engineers alone.
- SHOULD re-engage stakeholders regularly to keep value choices current with societal standards.
- MUST have defined composition, meeting frequency, decision-making authority and escalation procedures.
- SHOULD include technical, compliance, legal, business and ethics perspectives and represent affected communities.
- MUST complete risk, impact, safety, compliance and legal reviews before approving deployment.
