A workflow component that assigns each approval request to the approver whose authority matches the request's risk tier, considering workload, on-call rotation and domain expertise.

Design guidance
- SHOULD route by risk tier and domain expertise (e.g., database deletions to DBAs, financial approvals to controllers).
- SHOULD balance workload rather than routing all requests to one person.
- SHOULD escalate on decision uncertainty, exception criteria or appeal triggers rather than on superficial complexity.
- SHOULD fast-track urgent or safety-critical requests past standard queue sequencing.
- SHOULD match request complexity to reviewer expertise to optimize reviewer utilization.
