Design guidance

MUST be empowered to override automated decisions, not merely flag concerns.
SHOULD review high-stakes decisions (healthcare, employment, credit, criminal justice, education).
SHOULD receive sufficient information to make informed judgments so oversight is meaningful rather than rubber-stamping.
SHOULD NOT be assumed error-free: decision fatigue, automation bias and social engineering degrade approval quality.
SHOULD be rotated to prevent fatigue and supported by decision aids highlighting factors requiring attention.
MUST have practical capability, not just formal permission: adequate time, training, clear override protocols, and protection from adverse consequences of good-faith overrides.
SHOULD record an independent judgment before viewing the AI recommendation to counter automation bias.
