A background component that detects pending approval requests reaching their SLA deadline and reassigns them to the next level of the escalation chain.
Responsibility. Escalates unanswered approval requests up the organizational hierarchy before hard timeout.

Design guidance
- SHOULD prefer event-driven escalation at timeout deadlines over continuous scanning at scale.
- SHOULD set hard timeout beyond the SLA so escalation can occur before expiry.
Quantitative guidance

- Checking every 60 s escalates within 1 minute of SLA breach; 10-minute checks add up to 10 minutes delay (Ch9.2).
- Example: SLA 1 hour, hard timeout 2 hours; team lead 24 h then manager 4 h; manager 4 h SLA then director 2 h (Ch9.2).
- Automatic escalation timeouts typically 4-24 hours depending on urgency (Ch10.4).
