A control component that compares a principal's accumulated cost with its spending budget, warning at a soft threshold and rejecting further requests at the hard limit.
Responsibility. Blocks or flags requests from principals whose spend reaches budget thresholds.

Design guidance
- SHOULD reject requests from a customer whose cost reaches the hard budget limit and alert operators.
